In recent years, as schools serve a more diverse population, with an ever-changing and expanding group of students with special needs, schools have been forced to handle behavioral situations with students who bring to the classroom challenges that all educators must be prepared to handle. As a result, “new approaches are needed that attract all students to become engaged with their own learning and that of their peers” (Fullan, 2007, p. 179). Looking back, students with special needs often spent most of their day with special education teachers, trained to handle their individualized needs. In today’s schools, students with special needs, whether physical, mental, or behavioral are included in the majority of general education classes in some way. Schools are required, according to IDEA, to place students in the LRE (Least Restrictive Environment.) Change has been required to meet the needs of students with behavioral issues on a school campus. “If you believe that old techniques would work if people just act the way they used to, you already have a discipline problem difficult to solve” (Fay & Funk, 1995, p. 57). Previously, schools concentrated on punitive policies when a student misbehaved, which only exacerbated the problems. As a result, TEA has established guidelines regarding Response to Intervention (RTI) and Positive Behavioral Interventions and Supports (PBIS).
